I have only owned a computor for several months and I have seen alot of scams and hoaxes.How do they get away with it?

Someone is using my email account with out my permission. Is this illegal?

Just this week, somebody has started to use my email account without my permission in order to advertise ****. The oddest part is that it is not just one individual using my account, but several different names. Is this considered illegal, and if so, how should I go about contacting law enforcement agencies?
